Open-Access-Policy
Hintergrund
Open Access steht für den unbegrenzten und freien Zugang zu qualitätsgeprüften wissenschaftlichen Informationen im Internet. Durch die Beseitigung technischer, finanzieller und rechtlicher Barrieren trägt Open Access dazu bei, wissenschaftliche Innovationsprozesse zu beschleunigen und die Sichtbarkeit von Forschungsergebnissen zu verbessern. Dies unterstützt die in der Wissenschaft Tätigen in ihren Forschungs- und Publikationsprozessen und maximiert den Nutzen der öffentlich finanzierten Forschung. Als Mitglied der Leibniz-Gemeinschaft ist die Schloss Dagstuhl - Leibniz-Zentrum für Informatik GmbH dem Open Access verpflichtet. Sie bekennt sich damit zur “Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities” und zur “Open Access Policy der Leibniz-Gemeinschaft”.
Recommendations and Obligations
Schloss Dagstuhl (1) aims to publish its own research results and (2) encourages the participants and organizers of Dagstuhl Seminars and Dagstuhl Perspectives Workshops to publish results from their seminar/workshop in accordance with the principles of Open Access. At Schloss Dagstuhl, this is carried out as quickly as possible via publications in Open Access publication media and – within legal limitations – by making the publications accessible via document servers (repositories) either in parallel with publication or retroactively as soon as possible. For immediate Open Access publications, the institute recommends publishing under a free usage licence (currently e.g. Creative Commons Attribution CC-BY). In order to assure the option of a parallel or retroactive Open Access publication, the academic staff of Schloss Dagstuhl are called upon to not grant exclusive rights of use to publishing companies when entering a publishing contract, but instead to secure – as far as is possible – their own permanent right of use and transfer non-exclusive rights of use to Schloss Dagstuhl for the institutional and/or a subject-specific repository. This is the only way to secure Open Access in addition to all forms of commercial use by publishing companies. Dagstuhl Publishing recommends to its academic staff that they also apply for third-party funding for open-access publication fees when submitting project proposals.
Schloss Dagstuhl also views research data as a valuable result of its research activities. There is a policy to be separately drawn up gov- erning the handling of and access to research data in effect at Schloss Dagstuhl.
Implementation
Schloss Dagstuhl promotes Open Access by:
- Operating the repository DROPS (Dagstuhl Research Online Publication Server) which is mainly used to publishing the Open Access publication media LIPIcs, OASIcs, LITES, Dagstuhl Follow-Ups, Dagstuhl Manifestos, and Dagstuhl Reports.
- Identifying publications by its academic staff which are legally eligible for Open Access.
- Indexing freely accessible (1) publications by its academic staff as well as (2) documentations from Dagstuhl Seminars and Dagstuhl Perspectives Workshops (i.e. articles from the Dagstuhl Reports and Dagstuhl Manifestos periodicals) with LeibnizOpen.
- Advising its academic staff and participants of Dagstuhl Seminars and Dagstuhl Perspectives Workshops on Open Access and supporting them in clarifying issues concerning Open Access publication of their research results. For this purpose, Schloss Dagstuhl has created the post of an Open Access Officer which is currently held by Dr. Michael Wagner, a member of Schloss Dagstuhl’s scientific staff and head of Schloss Dagstuhl’s publishing department (e-mail: michael.wagner@dagstuhl.de).
